I don’t agree with your statement that ExpressVPN allows you to BBC i player. I tried watching it from Greece but it buffers. ExpressVPN told me it is a known problem and advised to take out a chargeable subscription in a country en route to the UK servers.

Not sure what you mean by “take out a chargeable subscription in a country en route to the UK servers”.
However, there are many factors that can cause buffering. The first one to consider would be your internet connection, is it slow/poor in the first instance? Do you live remotely etc.
If you have a poor connection to start with then there isn’t much that can be done. If your connection is fast you should try changing the “protocol” in the settings. Try Lightway – UDP, OpenVPN – UDP, IKEv2 and L2TP – see if you have better luck with these.
I don’t think it’s a “known problem”. We’ve tested as far away as Australia and Thailand without issue.
